U.S.: N. Korea's Musudan Missile Launch Ends in Failure Again

North Korea fired a Musudan intermediate-range ballistic missile on Thursday, but the launch ended in failure, the U.S. Strategic Command said. "U.S. Strategic Command (USSTRATCOM) systems detected what we assess was a failed North Korean missile launch" at 7 a.m. near the northwestern city of Kusong, the command said in a statement. "The missile is presumed to be a Musudan intermediate-range ballistic missile," it said. "The North American Aerospace Defense Command (NORAD) determined the missile launch from North Korea did not pose a threat to North America."

It was the second time in less than a week that the North has launched a Musudan missile believed to be capable of reaching the U.S. territory of Guam. The previous launch, which came on Saturday, also ended in failure as the missile exploded shortly after take-off.

S. Korea-U.S. Agree to Launch Extended-Deterrence Dialogue

South Korea and the United States have agreed to establish a consultative body to discuss how to effectively put to use the U.S.' "extended deterrence" commitment for its Asian ally against North Korea's threats. The two sides are set to discuss the extended deterrence further in detail at the annual Security Consultative Meeting on Thursday. "This step that we're taking on the extended deterrence is further evidence of our readiness, our resolve and our determination across governments to protect ourselves from threats from North Korea" said of Secretary of State John Kerry.

While reaffirming Washington's commitment to use nuclear weapons and other military capabilities to defend its ally, Secretary of State John Kerry and Foreign Minister Yun Byung-se declared the two countries' unified front in a joint news conference. "Let me be clear. Any attack on the United States or its allies will be defeated and any use of nuclear weapons will be met with an effective and overwhelming response. To that end, I'm pleased that we agreed to establish a dialogue on extended deterrence."

At the meeting that came after the North's most powerful nuclear test last month and a series of ballistic missile launches, U.S. Defense Secretary Ash Carter stressed that his military is ready to defend South Korea by all means. "The U.S. commitment to the defense of South Korea is unwavering. This includes our commitment to provide extended deterrence, guaranteed by the full spectrum..."

Sources said that working-level officials of Seoul and Washington have already begun coordinating the deployment of U.S. strategic assets, including B-1B bombers and nuclear-powered submarines, on the Korean Peninsula.

NIS: Kim Jong-un Bolsters Personal Security Measures

South Korea's National Intelligence Service (NIS) says North Korean leader Kim Jong-un increasingly feels threatened about his safety and is taking steps to bolster his protection from possible assassination attempts.

The NIS said North Korean leader Kim is frequently changing the times and venues of official events he is slated to attend out of fear of being assassinated. The young leader was also said to be importing explosive detectors and using them at official events. The agency said Kim is afraid of the South Korea-U.S. alliance’s 'decapitation mission' to eliminate the North Korean leadership and is trying to conceal his whereabouts as much as he can.

The spy agency added that Pyongyang has resumed its political purge and killed 64 North Korean officials through public executions so far this year.
